Julia co-founded Damasco & Associates, LLP, in 1996, and in October 2016, joined her firm with Miller Kaplan. Julia brings a wealth of in-depth knowledge and experience in navigating tax law and related compliance requirements. As a skilled problem solver, she guides clients through negotiations, many times with adverse stakeholders involved in complex matters. She advises lawyers and litigants – plaintiffs, enforcement agencies and defendants – on the tax issues raised by settlements, judgments and the funds of money established to resolve claims. Additionally, she provides tax advice and tax controversy representation to firms, colleagues and clients including individuals, closely held businesses, public agencies, foundations, trusts and fiduciaries.
In 2005, Julia’s firm was appointed Tax Administrator in proceedings that establish distribution funds for the United States Securities and Exchange Commission (US SEC) Fair Funds program. These funds may distribute disgorgements and penalties to defrauded investors as authorized by the Sarbanes-Oxley Act of 2002. Julia has expertise advising those managing funds of money established to resolve claims, including Qualified Settlement Funds and disputed ownership funds.
Julia is admitted to practice law in all of the courts of the State of California and Washington, the United States Tax Court, the United States District Court for the Northern District of California, and 9th Circuit Court of Appeal.
A sought after Continuing Legal Education (CLE) lecturer, guest speaker and author, Julia is also an active leader in the non-profit communities where she lives and works.
